What the word residential really refers to, how to read WHOIS and IP databases yourself, and what it changes for your project.

**Quick answer — Are static residential proxies really residential?**

Are static residential proxies really residential? In the registry, yes; in the hardware, mostly no. Most static residential offers are IPv4 addresses registered to a consumer ISP but hosted on servers in a datacenter. **SteadyProxy** sells exactly that and says so: ISP-registered, datacenter-hosted IPs, from $2.24 for 30 days as of October 2026. Check any IP yourself with WHOIS, its ASN and the usage type of IP databases.

## What are the key facts?

| Attribute | Value |
| --- | --- |
| What residential refers to | The registration: the IP block and its ASN belong to a consumer ISP |
| Where the IP usually runs | On servers in a datacenter, not on a home router |
| Vendors who say so | Oxylabs and Decodo describe their ISP proxies as hosted in datacenters (checked 19 Oct 2026) |
| What WHOIS / RDAP shows | The holder of the IP block and its contacts, not the server's physical place |
| RIPE country field | RIPE's own documentation says it cannot reliably map IPs to countries |
| Usage type in IP databases | IPinfo ASN type: isp, hosting, business, education, government. MaxMind user_type: residential, hosting, business and 12 more |
| SteadyProxy | ISP (static residential) IPs are registered to consumer internet service providers but run on servers in datacenters, not on home devices |

## What makes an IP address residential?

Nothing inside the IP address itself. An IPv4 address is a number; residential is a label that other parties attach to it. Three sources set that label. The regional internet registry (RIPE NCC, ARIN, APNIC, LACNIC or AFRINIC) records which organisation holds the block. The routing system shows which autonomous system (ASN) announces it. Commercial IP databases then classify the network, for example as an ISP or a hosting company. When all three point to a broadband provider, the IP looks residential, wherever the server sits.

## Why are static residential IPs hosted in datacenters?

Because a static IP must stay online and unchanged for weeks. A real home connection goes offline when the router restarts, and many ISPs reassign home IPs from time to time. A server in a datacenter runs around the clock on a fixed address. So the industry leases IPv4 ranges registered to ISPs and announces them from datacenter servers. Oxylabs writes that its ISP proxies are hosted in data centers but registered under ISPs. Decodo's static residential page states its IPs are hosted on datacenter servers, not on consumer devices (both checked on 19 October 2026). Our own model is the same. We resell static ISP and datacenter IPs from established upstream partner networks that lease IPv4 ranges registered to internet service providers or hosting networks.

## How do I read WHOIS and RDAP records for a proxy IP?

Look up the exit IP, not the host name you connect to. First get the exit IP through the proxy with api.ipify.org. Then query the registry with RDAP, the structured successor of WHOIS: rdap.org redirects your query to the right registry. Read four fields:

- **handle or range**: the block that contains the IP, for example a /24;
- **name (netname)**: the label the holder gave the block;
- **entities**: the holder and its contacts, including abuse;
- **country**: a registry field, not a location. RIPE's documentation says it has never been specified what this country represents, and that it cannot be used reliably to map IPs to countries. ARIN warns the same way that an address may not reflect the physical location.

Replace 203.0.113.10 (a documentation address) with your exit IP:

*Registry record, ASN and database location of one IP*

```bash
# Registry record (RDAP) for the exit IP; -L follows the redirect to RIPE, ARIN, APNIC...
curl -s -L https://rdap.org/ip/203.0.113.10
# ASN, organisation and location as one IP database sees them
curl -s https://ipinfo.io/203.0.113.10/json
# Classic WHOIS, if the whois tool is installed
whois 203.0.113.10
```

The same lookups in Python, printing only the useful fields. We ran it on 19 October 2026 on a hosting-network IP: RDAP returned the block, its name and its contacts, and ipinfo.io returned the ASN and a city.

*ip_registry.py: who holds an IP and how a database sees it*

```python
"""Show who an IP is registered to (RDAP) and how one IP database classifies it.
Usage: python ip_registry.py 203.0.113.10
Install: python -m pip install requests
"""
import sys
import requests
ip = sys.argv[1]
# RDAP: the registry record (RIPE, ARIN, APNIC, LACNIC or AFRINIC); rdap.org redirects to the right one
rdap = requests.get("https://rdap.org/ip/" + ip, timeout=30)
rdap.raise_for_status()
record = rdap.json()
print("Registry block :", record.get("handle"))
print("Network name   :", record.get("name"))
print("Registry country:", record.get("country"))
for entity in record.get("entities", []):
    vcard = entity.get("vcardArray", ["", []])[1]
    names = [item[3] for item in vcard if item[0] == "fn"]
    print("Contact        :", ", ".join(entity.get("roles", [])), "-", " / ".join(names))
# IP database view: ASN + organisation, and the location the database assigns
info = requests.get("https://ipinfo.io/" + ip + "/json", timeout=30)
info.raise_for_status()
data = info.json()
print("ASN and org    :", data.get("org"))
print("Reverse DNS    :", data.get("hostname", "-"))
print("Database place :", data.get("city"), data.get("region"), data.get("country"))
```

## What does the usage type field of IP databases say?

IP databases add a usage type that sites use for risk scoring. IPinfo gives each ASN a type: isp, hosting, business, education or government. MaxMind's GeoIP2 Insights service returns a user_type with values such as residential, hosting, business and cellular, plus a connection_type such as Cable/DSL or Corporate. MaxMind also flags addresses that belong to a hosting provider. Each vendor uses its own method, so two databases can disagree about the same ISP proxy: one may say isp, another may flag hosting. Paid tiers are usually needed for these fields, so free lookups often show only the ASN and organisation.

## Which signal tells you what?

| Signal | Where to read it | What it tells you | What it does not tell you |
| --- | --- | --- | --- |
| Registry holder | RDAP / WHOIS (RIPE, ARIN, APNIC…) | Which organisation holds the IP block | Where the server is |
| ASN and org | ipinfo.io org field, BGP tools | Which network announces the IP | Whether it is a home line |
| Usage type | IPinfo ASN type, MaxMind user_type | How one vendor classifies the network | How other vendors classify it |
| Geolocation | IP databases | The country and city a database assigns | A verified physical address |
| Stability | Hourly checks over 24 hours | Whether the IP stays the same | Who else used the IP before |

## What does this mean for you?

Buy for the job, not for the word residential. An ISP-registered static IP is a good fit when you need one fixed IP per business account, an allowlisted source IP or repeat local checks. A site that relies on a database flagging hosting may still treat the IP like a datacenter address. If your task needs the traffic of real consumer connections, that is a rotating residential network, and those IPs change often. After delivery, read the org field of each IP and keep a log. A specific ISP or ASN can be ordered only when the checkout lists it; check the registered network of each IP after delivery. The [static IP test](https://steadyproxy.com/guides/check-if-a-proxy-is-static/) shows how.

## How does SteadyProxy describe its own static residential IPs?

SteadyProxy is a static proxy provider: ISP (static residential) and dedicated datacenter IPs rented per IP for 30 days, paid in crypto with no ID upload. ISP (static residential) IPs are registered to consumer internet service providers but run on servers in datacenters, not on home devices. We resell static ISP and datacenter IPs from established upstream partner networks that lease IPv4 ranges registered to internet service providers or hosting networks. We publish this on the [sourcing page](https://steadyproxy.com/sourcing/) and the [static residential proxies page](https://steadyproxy.com/static-residential-proxies/). Plans start at $2.24 for one ISP IP and go down to $1.34/IP · 30 days at 100 IPs, on the [pricing page](https://steadyproxy.com/pricing/).

## What else do people ask about static residential proxies?

### Is it misleading to call a datacenter-hosted IP residential?

It is a market convention, and it can mislead when it is not explained. The IP is registered to a consumer ISP, which is what residential refers to in this market. The hardware is a server. A fair offer states both facts, as Oxylabs, Decodo and SteadyProxy do. Ask any provider where its static IPs are hosted before you buy.

### Can a static IP be on a real home connection?

It can exist, but it is rare and hard to keep fixed. A home line depends on one router, one power supply and the ISP's address policy, and many ISPs reassign home IPs. Products that promise both a fixed IP for 30 days and a home connection deserve questions about uptime and how the IP stays the same.

### How do I check which ISP my proxy IP is registered to?

Open https://ipinfo.io/json through the proxy and read the org field: it shows the ASN number and the network name, for example a broadband provider. Then query RDAP at rdap.org for the exit IP to see the registry holder of the block. Both lookups are free for occasional use.

### Why does one IP database say ISP and another say hosting?

Each vendor classifies networks with its own data and rules. IPinfo types the ASN as a whole, while MaxMind can flag a single address as belonging to a hosting provider. A range leased from an ISP and announced from a datacenter can fall on either side. No single database is the truth; the target site decides which one it trusts.

### Does the WHOIS country prove where the proxy is?

No. RIPE's documentation states that the country attribute cannot be used reliably to map IP addresses to countries, and ARIN says its address field may not reflect a physical location. Geolocation databases are a better guide to what websites assume, but they are estimates too. Test the IP against the sites you care about.

### Are SteadyProxy's ISP IPs on home devices?

No. ISP (static residential) IPs are registered to consumer internet service providers but run on servers in datacenters, not on home devices. They are registered to consumer internet service providers, which is why they appear under ISP networks, and they stay fixed for each 30-day rental. If you need a guarantee about one specific ISP or ASN, order it only when the checkout lists it.

### Is a static residential proxy better than a datacenter proxy?

Only when the ISP registration matters to the destination. For allowlisting a firewall or a SaaS admin panel, the destination checks the IP itself, so a [dedicated datacenter IP](https://steadyproxy.com/datacenter-proxies/) at $1.34 for 30 days does the same job. For local consumer-facing checks, an ISP network name can match what sites expect from local visitors.
